| I am going to start with a totodile because it learns ICE FANG and ice is super effective against dragon type pokemon and the last gym leader is dragon type I think and I would get Ho-oh first because you catch Ho-oh at level 42-49 I think. But when you catch Lugia it is at level 70 when you catch Lugia
